PART 1  GLOSSARY OF TERMS

  • CBDA -  Commonwealth of the Bahamas Darts Association
  • WDF -   World Darts Federation
  • AGM -   Annual General Meeting
  • EGM -   Extra-Ordinary General Meeting
  • EXECUTIVE   That Body of Officers elected to conduct the business of the ADA
  • MATCH       All twelve games played on a night
  • GAME/LEG    Each of the twelve individual games played in the match.
  • SET          All the doubles games will be known as the SET of doubles    games. Also for singles and triples.
  • TEAM GAME The final game of a match made up of 6 players from     each team.
  • YEAR     The official Year of the ADA
  • MASCULINE   Masculine gender pronouns shall include feminine
  • SINGULAR    Singular terms shall, where necessary, include the plural.
  • PART 2  DUES
  • 2-1.  Each team to pay an annual fee of $350. Only financial teams will be allowed to play in any ADA game.
  • 2-2.  Each player to pay two dollars($2) on Game night to the ADA, if he plays in any of the games.
  • 2-3.     Dues to the ADA will not be refunded under any circumstances.
  • THE RULES OF PLAY
  • 3-0.  The playing rules of the ADA are those of the World Darts Federation (WDF) and CBDA except where the committee has seen fit to modify them for the ADA. Any rule not covered in these By-Laws shall be those of the WDF.
  • PART 3  THE THROW
  • 3-1.  All darts are to be thrown by and from the hand.
  • 3-2.  A throw shall consist of three darts.
  • 3-3.  When counting the number of darts thrown in a game a bust throw counts as three (3) darts.
  • 3-4.  When the throw is completed the player shall communicate his score to the scorer who will check the score.
  • 3-5.  No person shall be within two feet of the player while he is throwing.
  • 3-6.  A player shall have a limit of three minutes in which to throw his three darts. Time may not be included in this for the repairing of darts.
  • 3-7.  Any dart travelling more than four feet from the line shall be counted as thrown. The scorer shall determine the distance.
  • 3-8.  Any dart thrown mistakenly after scoring the winning double to end the game shall not count.
  • 3-9.  Darts may not be more than 30.5cm in length nor weigh more than 50 grams.
  • 3-10   A player shall be called three times for his game, with a two minute wait between calls, by the scorer. Failure to show two minutes after the third call shall result in that leg, set or match being forfeited(whichever is applicable)
  • 3-11 A player's feet must be behind the 7ft.9 1/4ins. line (normally the yellow line on a mat) while throwing his dart. If the foot is on the line it shall be deemed a foul shot. The scorer may warn a player for a first offence in that game and the dart must be rethrown. For subsequent offences in the same game, the scorer may call for the shot not to be scored and not to be rethrown.
  • 3-12   A player may step back from the line at any time and confer with anybody.
  • 3-13   No prompting of a player while he is throwing is allowed. The first offence shall be covered by a warning. Any subsequent offences in the game and the offender can be asked to leave the room and stopped from playing in the MATCH.
  • PART 4  SCORING
  • 4-1.   Any dart pulled before the scorer has had a chance to check the score will not count.
  • 4-2. For a dart to score it must be pulled from the board by the player. If it falls out before this time it does not count; even if the scorer has called it. The score is amended as necessary.
  • 4-3.   Any dart bouncing off, or falling out of the dartboard shall not be rethrown. This does not apply to the first dart thrown to the bull to start the game. Such a dart may be rethrown.
  • 4-4.   If a dart goes under a wire, from the inside of the wire, where it went in, shall be the score. The point of the dart need not be in the dartboard.
  • 4-5.   If a dart is supported by other darts it shall only score if the point of the dart is touching the board.
  • 4-6.   At the end of each singles game the scorer is to communicate to the respective captain the number of darts thrown in the game.
  • 4-7.   Each game shall have just one official scorer.
  • 4-8.   The scorer is the referee. His decision is final. He may consult with the captains before making his decision.
  • 4-9.   The committee member(s) present will be allowed to overrule the scorer on any decision if he(they) see fit.
  • 4-10   During the game only the player throwing may communicate with the scorer as to score thrown or remaining.
  • 4-11.  The scorer is to start the next throw. Any dart thrown before the scorer indicates to throw, will not count, and must be rethrown.
  • 4-12.  The player throwing, or either captain may ask for the score subtraction to be checked at any time up to the beginning of the player or team's next throw. The scorer need not respond to any request from any other person.
  • 4-13.  Any objection to the score obtained may not be upheld once the darts have been removed from the board.
  • 4-14.  A player may ask the scorer for the score thrown, or remaining, at any time during his throw.
  • 4-15.  If, in a game, the score is being scored on a scoreboard that is in between the playing boards then the scorer shall stand behind the toe line. if the scoreboards are on the outsides of the playing boards then the scorer may stand next to the scoreboard.
  • 4-16.  Scorers must not touch the darts in the board until all darts have been thrown. If a scorer does move the darts they must be returned to a position acceptable to both player and scorer.
  • 4-17.  Each player in a game will be allowed up to six (6) practice darts at the beginning of the game.
  • 4-18.  The losing player, or team, should provide the scorer for the next game.
  • 4-19.  The scorer must be a member of the ADA.
  • 4-20.  Only captains may make objections to the scorer as to any infringement of the rules not seen by the scorer.
  • 4-21.  Scorers should remain as still as possible and not distract the players.
  • 4-22.  When a player throws out of turn then that player's throw that should have thrown will be forfeited and the score of the player that threw out of turn will not count.
  • 4-23.  If a scorer communicates the wrong number left to a player, then that number should be the score left, even if it is wrong, unless an objection is made before the dart is thrown. In such a case the opposing player may make the objection.
  • PART 5  STARTING AND FINISHING
  • 5-1.   Centre bull shall count as 50, or double 25 and may end a game as a double.
  • 5-2.   All games must end with a double
  • 5-3.   The "Bust" rule shall apply in all games. That is, if a player scores more than the score required to end that game then the score reverts back to what it was at the beginning of the throw.
  • 5-4.   All legs are to be started by  two players throwing for the bull. Closest to the bull goes first. If the first dart thrown hits a double or single bull it shall be removed before the opponent's dart is thrown. If both players hit double bull or both players hit single bull then the darts shall be rethrown, the second player now throwing first.
  • 5-5.   In matches other than singles any listed player may be the one to throw for the bull.
  • 5-6.   The away team throws first for the  bull.
  • 5-7.   Hitting double bull when deciding who throws first in a game does not constitute the start of a game and does not score.
  • PART 6  EQUIPMENT/ENVIRONMENT

 

  • 6-1.   All dartboards must be placed on a  background that is painted or contains a mat finish. No glossy backgrounds.
  • 6-2.   The centre of the board shall be 5ft.8ins. from the floor.
  • 6-3.   The distance from the floor,directly below the centre bull to the back of the line of throw shall be 7ft.9 1/4ins.
  • 6-4.   Each venue shall have two boards for playing on in the match games. The boards shall be in the same room. By mutual consent of the two team captains the match may be played on one board only, otherwise it must be played on the two boards.
  • 6-5.   The scoreboard must be parallel to the board and in front of the player.
  • 6-6.   All boards used for match games must be Tournament Boards, distinguished by the double and triple widths of 8mm.
  • 6-7.   In ADA internal matches the dress code is optional except that shirts with sleeves must be worn at all games.
  • 6-8 All teams must have in place on match nights a rectangle of wood or aluminum, placed on the mat in front of the board so that players can push their foot up to it when throwing. The back of this OCHE shall be 9ft 7 1/2ins from the centre bull.
  • PART 7  MATCH RULES/ROSTERS/SCORESHEETS
  • 7-1.   Teams shall have a captain and a vice captain for the night. These need not be the regular captain and vice captain of the team.
  • 7-2.   The captains and vice captains shall be the ones to communicate on rosters and disputes during a match.
  • 7-3.   Each match shall consist of........
  • 3 Doubles games... 501... Double in/out
  • 2 Triples games... 701... Double in/out
  • 6 Singles games... 501... Straight in/Double out
  • 1 Team game...... 1001... Double in/out
  • 7-4.   A woman must play in each of the following games:-
  •   The first Doubles game
  •   The first Triples game
  •   Anywhere in the Singles games
  •   Anywhere in the team game.
  • 7-5.   The order of play in any game is left up to the individual captains as they fill out their roster sheet.
  • 7-6.   Team rosters are to be exchanged by the captains 15 minutes before the game is scheduled to begin, that is, at 7.45.pm for 8.00pm games. Once the rosters have been exchanged they may not be altered at any time in the match.
  • 7-7.   A team will be allowed up to thirty(30) minutes to arrive after the scheduled time for the start of the match. That is, rosters must be exchanged no later than 8.15pm for an 8.00pm match. Failure to do this will result in the game being forfeited and the opposing team will get the full twelve(12) game points and two(2) match points for the match. Exceptional circumstances such as bad weather etc. will be decided on by the committee.
  • 7-8.   The half hour period of extension for teams to start the match applies only to the VISITING TEAM. Once the visiting team is ready to start the match, from 8.00pm then the match must start.
  • 7-9.   If a player fails to turn up after the rosters have been exchanged he cannot be substituted for by any player not on the original roster.
  • 7-10   The line up for a particular set of games(Doubles, Triples, Singles or Team) are to be exchanged by the captains at the beginnings of that set and written up on the board. That is, each captain writes up the opposing team's line up for that set. Once the line ups have been exchanged they cannot be altered. The order of the line up shall be the same as that written on the score sheet.
  • 7-11   The roster for the night for a particular team shall be all those players intending to play in any of the match games.
  • 7-12   Each team may have a minimum of six(6) players and a maximum of twelve(12) players on their roster for the night. if a team has only five players it can still play the match but shall forfeit one doubles game, one triples game, one singles game and the team game. if only four players show then the game is forfeited.
  • 7-13   Each team must fill in a record/score sheet for their own team during each match, along with a copy, and these are to be signed by the captains at the end of the match.
  • 7-14   The score sheet(s) shall be provided by the Executive Committee.
  • 7-15   The record/score sheets must be delivered to the Secretary of the League within three days of the match.
  • 7-16   Each player who plays on a game night shall pay $2.00 to the ADA.
  • PART 8  CONDUCT
  • 8-1.   Captains will be responsible for their own team members. Failure to do so could result in a player being fined or dismissed from the game.
  • 8-2.   Hosts are to be responsible for unruly spectators attempting to disturb the game. Failure to stop such people could result in the home team forfeiting the entire MATCH.
  • 8-3.   Loud foul language by any player will not be allowed during the course of the match. The player need not be playing in the game for this rule to apply.
  •     Penalties:-
  •    1st Offence...warning
  •    2nd Offence...Captains to get  together and caution offender(s)
          • 3rd Offence...Instant $10 fine to be paid on the spot to the Committee member  present. The offender may not play in any  further ADA game until the fine is paid.
  • 8-4.   Wild darts...The penalties for throwing  wild darts shall be...
            • 1st Dart..$10 instant fine. no further play until the fine is paid. The player himself must pay the fine.
            • 2nd Dart..$50 instant fine. No further play until the fine is paid.The player himself must pay the fine. He may borrow the money.
            • 3rd Dart..Suspension of the player for the rest of the season.
  • Wild darts will be accumulated through the season. The wild darts need not be in the same match. That is, the third wild dart for the season will result in that player being suspended for the entire season.
  • Wild darts are to be reported by the scorer to the committee members present and these are to take any action necessary.
  • 8-5.   No gambling allowed at any ADA match.
  • 8-6    Players are not allowed to smoke on the line while playing.
    • 1st offence for night....warning
  •    2nd offence for night....forfeit game
  • PART 9   LEAGUE RULES
  • 9-1.   There shall be two points systems in the league. Match points:-2 points for a win, 1 point for a tie, and 0 points for a loss. Game points:- the number of points accumulated through the season from games.
  • 9-2.   The winning team at the end of the season shall be the team with the most match points. In the event of a tie, then GAMES points will decide the winner.
  • 9-3.   If, at the end of the season, there is a tie in BOTH match and games points, then there must be a play off between the two teams, the time, place and format to be decided by the Executive Committee.
  • 9-4.   A ranking system is to be kept on the statistics that are recorded.
  • Individual statistics will be kept on the following:-
        • a) Most tons & over
          b) 140+
        • c) Most check ons
        • d) Most check offs
        • e) Highest check off
        • f) Highest check on
        • g) Most singles wins
        • h) Most singles points
        • i) Best singles game
        • j) Ladies rankings/Ladies only
  •       Team statistics will be kept on the following:-
  •   a) Games won/tied/lost
  •   b) Games points for and against
  •   c) Match points accumulated
  •   d) Number of games played
  • e) Total tons accumulated by team
  •   f) Total accumulated singles wins
  •   g) Total accumulated doubles wins
  •   h) Total accumulated triples wins
  •   i) Total accumulated team game wins
  •   j) A League table
  • Averaged statistics will be kept for:-
  •   1) Singles wins average
  •   2) Singles points average
  •   3) Most check offs average
  •   4) Most tons & over average
  •   
  • and, with the addition of (5) the highest check off, these five statistics will be combined to produce the Ranking table.
  • Points for the Ranking table will be awarded as follows:-
  • 1st place in statistic ....20pts
  • 2nd place in statistic ....19pts    
  •     ......   .......etc
  •     20th place in statistic.... 1pt
  •    
  • The ranking points obtained by this method are totalled. Most points is first place.
  • 9-5.   At least one member of the Executive Committee must be present at each ADA game in order for the game to count.
  • 9-6.   Each team is to submit to the committee a list of the players who will be playing in any of the matches in the season. A maximum of twenty(20) players will be allowed on this list.
  • 9-7.   The season list may be amended at any time in the season but a player's name must be on the list for a particular team for two full weeks before he is eligible to play in any scheduled match of the ADA for that team.
  • 9-8. A player may switch teams up to half way through the season only with the mutual consent of both captains involved. After half season no transfers will be allowed. After a switch the new player's team must submit his name to the committee and he will not be eligible for play until two weeks after this submission.
  • 9-9.   All games on the schedule must be completed.
  • 9-10  Games postponed for any reason must be played within ten (10) days of the scheduled date. Failure to do so will result in no points being awarded to either team, and the game being cancelled. If the failure to play within ten days is due to one team only then the two match points and twelve game points will be awarded to the other team. All matters of this sort will be determined by the Executive Committee.
  •    
  • 9-11   The date of reschedule of a game should be decided by the captains of the teams involved and the secretary of the league must be informed of the new date.
  • 9-12   Double headers are to be avoided if possible.
  • 9-13   Any team that totals three(3) forfeited matches in the season shall go before the committee and unless there are special circumstances shall be expelled from the league for the rest of the season.
  • 9-14  If a team is expelled then it's opponents for the rest of that season shall each get 12 game points and 2 match points on the night that their game was scheduled for.
  • PART 10  FINANCIAL MATTERS
  • 10-1.  The ADA Executive must organise at  least two (2) major fund raising events  for the year in which all members of  the ADA should participate
  • 10-2.  In the event that the ADA shall send a representative team off the island then this matter shall be dealt with by the Executive Committee and the team chosen by this committee also.
  • 10-3.  In the case of an ALL-STAR team travelling off the island they should be financed according to funds available.   
  •    
  • 10-4.  If a player is chosen for the National Team then that player shall be financed for Transportation and accommodation according to funds available
  • ABACO DARTS ASSOCIATION
  • CONSTITUTION
    • 1. NAME 
      The name of the organization shall be "Abaco Darts Association", hereinafter referred to as the ADA.
    • 2.OFFICE
      The office of the Association shall be the office(address) of the Secretary of the Association.
    • 3.OBJECTIVES
  • a)  To form an Association of darts Clubs in the Abacos.
    • b)  To encourage the promotion of the sport of darts throughout the Abacos and the Bahamas and thereby gain National recognition for Darts as a major sport.
  • c)  To provide opportunities for Darts players, male and female, throughout   the Abacos and the Bahamas.
    • d)   To be non political and non racial at all times.
    • e)   To be non profit making
    • f)  To achieve and maintain the highest possible standard of presentation and organization throughout the Abacos and the Bahamas.
  • g)  To promote Abaco Darts Championships.
    • 4. MEMBERSHIP
    • a)   Each team shall be a properly elected member of the ADA
    •      b)  Each Member Team shall be financial in order to participate in ADA functions or events.
    • 5. ELECTION OF ADA EXECUTIVE
    • a)  The ADA Executive Committee shall be
    •     composed as follows:-
    •          PRESIDENT      VICE PRESIDENT
    •          SECRETARY      TREASURER
    •          3 DIRECTORS
    • b)  The Officers of the Executive shall hold office for one(1) year and shall be eligible for re-election.
    • c)  The ADA Executive shall be elected from representatives present at the ADA Annual general Meeting(AGM).
    • d)  NOMINATIONS...Written nominations to be seconded by a member of the ADA other than the proposer, together with a written acceptance of the nomination, to be forwarded 30 days before the AGM, to the Secretary, and to be circulated by the Secretary, with other nominations no later than 20 days before the AGM.
    • e)  If there are no written nominations for a post on the Executive then nominations will be allowed from the floor at the AGM , but if there are any written nominations then there shall be no nominations allowed from the floor at the AGM.
    • f)  In the event of an office becoming vacant during the term, the ADA Executive shall have the power to fill such vacancies, until the next AGM.
  • 6. DUTIES OF THE EXECUTIVE OFFICERS

 

  • i)   PRESIDENT
    • One who conducts ADA Executive meetings, AGM'S and EGM'S of the ADA.
  • ii)  VICE-PRESIDENT
    • One who conducts ADA Executive and General meetings of the ADA in the absence of the President, and in such instances shall have a casting vote.

    iii)  SECRETARY

    • One who conducts the general business of the ADA and who keeps a record of activities and statistics of the league. Records the minutes of Executive and General meetings of the ADA.
  • iv)  TREASURER
    • One who keeps a true account and entry of the finances of the ADA. His accounts shall be audited prior to the AGM. He shall also produce a financial statement to the AGM.
  • v)  DIRECTORS
    • Shall have votes at Executive meetings and shall be given portfolios as decided on by the committee.
  • 7. FINANCES
     
    • a) The period of the ADA Financial year shall extend from 1st October in one year to 30th September in the succeeding year.
    • b)  Each member Darts team shall pay an annual subscription fee, the value of which may be changed, by a majority vote at an ADA AGM.
    • c)  The Annual Subscription fee is payable by October 1st in each year, for teams already members of the ADA. New teams shall have until October 14th to pay.
    • d)  The signatories of the ADA shall be any two of:- resident/Secretary/Treasurer
    • e)  The Treasurer shall submit a confirmed, audited balance sheet to the AGM, and a financial statement whenever called upon to do so.
    • f)  The Executive Committee shall be the auditors of the financial statement.
  • 8. ANNUAL GENERAL MEETINGS

 

    • a)  The ADA AGM shall be held yearly on the first Friday in October or as near to this date as possible.
    • b)  The Secretary shall advise all prospective teams and the General public no less than 14 days before the AGM, of the time and place of the AGM.
    • c)  Each team shall be represented at an AGM by no more than four of its members, not inclusive of the Executive Committee.
    • d)  Each representative shall have one vote and each member of the Executive shall have one vote. The President shall have a casting vote in the event of a tie.
    • e)  The business of the AGM shall be to:-
      • i)  Receive and consider the statement of finances and income, and the balance sheet.
      • ii)  Consider the report of the Executive, and any matters incidental thereto.
    • iii)  To elect by secret ballot the officers of the Executive.
    •   iv)  To elect teams to the ADA
    •    v)  To determine the Annual subscription and fees.
    •   vi)  To conduct any other business relevant to the ADA.
    • f)  Every question submitted to an AGM for consideration shall be voted on by secret ballot unless a unanimous decision is obvious.
    • g)  Any member team that is not financial shall not be allowed to vote at an AGM.
    • h)  Any proposed changes in the Constitution or Bye-Laws  or Playing Rules must be submitted in writing no less than 30 days before the AGM, to the Secretary, who must inform the other member teams by 14 days before the AGM.
    • i)  Observers, including press representatives, shall be allowed access to the ADA AGM or any ADA Executive Committee meeting with the prior approval of the Committee.
    • j)  At an AGM, a representative shall have only one vote irrespective of the fact that they may hold two positions.

9. ANNUAL REPORT

    • The ADA Executive shall furnish an Annual Report to be presented by the President to each ADA AGM, based on the workings of the ADA over the previous year.

10. QUORUMS

 

    • a)  At an AGM 2/3(two thirds) of total allowed representation of financial teams shall be the Quorum.
    • b) At an Executive Committee meeting 2/3(two thirds) of the elected committee shall be a Quorum.
  • 11.EXECUTIVE MEETINGS OF THE ADA
    • These shall be held on the last Friday in each month through the season and as necessary at other times.
  • 12. MANAGEMENT

 

    • The management of the business of the ADA shall be vested in the Executive, which may exercise all such powers and do all such acts as may be exercised by the ADA providing, however, that no act or decision made contravenes, or alters in any way decisions previously made, in the Bye-Laws, Constitution, Playing Rules, or at an AGM or EGM.
  • 13. BYE-LAWS

 

    • The ADA may make, repeal, and amend Bye-Laws as it sees fit from time to time for the internal management of the ADA. The making, recision, and amendment of the Bye-Laws shall be affected at an EGM upon a resolution being passed by a majority of a Quorum of the representatives of the member darts teams eligible to vote at such meetings.
  • APPENDIX  

 

MEETING AND VOTING PROCEDURES

OF THE ADA

  • During the course of an AGM, the President, or appointed chairman, shall direct the business of such meetings through the agreed meeting and voting procedures as laid down herein:-
  • a) MEETING PROCEDURES
  • 1.  The President shall take precedence in all matters and, within the framework of the ADA Constitution and the scope of Standard Procedure, his decision shall be final, unless challenged by not less than three(3) representatives, in which case a vote will be taken by a show of hands.
  • 2.  A representative desiring to address the meeting, shall indicate, by rising to his feet, or raising his hand, that he wishes to speak and then shall await the President's permission to speak. On being given permission to speak he shall then give his name and the team that he represents.
  • 3.  Any speaker shall confine his speech, or question, to the business in hand at that time, and he will be asked to resume his seat if he cannot show that the subject matter of his speech, or question, is relevant, or if ruled "out of order".
  • 4.  No representative is allowed to interrupt the speech of another, except on a "point of order", in which case he should call out "point of order" and await the President's permission to make his point. Any representative may speak on such "points of order" raised, providing that his remarks are solely relevant to the "points of order" and also provided that his remarks are not in repetition of previous speakers.
  • 5.  At Annual General Meetings all motions require a seconder, with the exception of formal motions such as "that this meeting be now adjourned", etc. The seconder of a motion must be from a different darts team than that of the proposer of the motion.
  • 6.  No further discussion of a motion is permitted after a motion has been put to the vote.
  • 7.  After a motion has been decided, either for or against, then no other motion of the same substance may be proposed at the same meeting.
  • B)    VOTING PROCEDURES
    • 1.  a)   Executive Committee Meetings
    •      
  •       On most matters being dealt with, voting shall be by a show of hands.
    •     b)  AGM'S
    • Most matters shall be dealt with  by secret ballot unless a unanimous decision is obvious.
    • 2.  Any representative entitled to vote may call for a secret ballot on any motion being discussed at that meeting. Scrutineers shall be appointed before any votes are cast, and they shall count all votes and agree on the number of votes cast. Should they fail to agree on the number of votes cast, then a fresh vote shall be taken. In such a secret ballot, any representative may ask for the voting figures to be declared and the scrutineers must provide them. in no case, in a secret ballot, shall any information be given to indicate as to which way a representative voted.
    • 3.  Any representative entitled to vote may move that a motion be put to the vote.
    • 4.  Votes may only be cast by the member darts teams eligible to vote. Eligibility is determined by that member darts team being in good financial standing with the ADA and is duly represented in the meeting by accredited representatives of the member darts team, which is officially recognized by the ADA.
    • 5.  In the event of a tied vote in either Executive Meetings or at AGM's or EGM's , the President shall exercise a "casting vote". In the event that the President is not present then the Vice President shall have the right to exercise the "casting vote".
    • 6.  On a question of alteration, amendment, or addition to the Constitution, or the election of a member darts team, a two thirds majority(of the votes cast) of a Quorum of an AGM is required.
    • 7.  Any representative entitled to vote may abstain from voting and ask that that be noted in the minutes.
